Four people familiar with the plans, including a House member who has been involved in the health-care discussions, said an amendment providing for “high-risk pools” – a mechanism to subsidize insurance coverage for the seriously ill – will be added to the health-care bill at a Rules Committee meeting Thursday.

White House Chief of Staff Reince Priebus told House Speaker Paul Ryan his job could be at risk if he fails to get something passed during a meeting with White House officials Wednesday night, Politico reports.

Rep. Chris Collins, New York Republican, said the failure to act on health care does not send a positive signal on how House Republicans will handle other issues, including tax reform.

House members headed home for a two-week recess Thursday with the Republican health care bill still in shambles.

“It gets us closer to the bottom-up collaborative effort” we have been looking for, Ryan also said.

But early-week optimism that perhaps a path forward was clearing and, quite possibly, they were on their way to a House floor vote this week, has been decimated.

U.S. Rep. Elise Stefanik, R-Willsboro, is among the co-sponsors, along with Reps.

Despite divided views towards the PPACA, three-fourths of the public thought President Trump and his administration should do what they can to make the health care act work–including a majority of Democrats and independents and half (51%) of Republicans. Their motto appears to be: To hell with real health care as long as people have “access” to bad health care. At the time, they said it will give voters a glimpse of how they would govern if they win back the White House in November.

“I’ve heard nothing of substance at this point that would break the logjam”, said Rep. Mark Sanford, R-S.C., a member of the conservative Freedom Caucus. He also does not know some of its members well since he left the House after winning Indiana’s governorship in 2012.

Added fellow co-founder Rep. Justin Amash of Michigan, “It didn’t take long for the swamp to drain realDonaldTrump”.

Ryan spoke briefly about the White House meeting during an NPR interview on Wednesday evening.

“We told Ryan they needed to stay and work”, one senior administration official said.

To tackle the biggest overhaul of the USA tax code since the Reagan era quickly, House Republicans need to avoid the political fault lines that sank their healthcare bill, partly by having conservatives on board.

The federal pool, which would be funded with $15 billion, would be replaced by individual state-run high-risk pools in 2020. “We’ll hear the Democrats defend the Affordable Care Act as one of the Ten Commandments, and then we’ll hear the Republican base demand why we haven’t done anything”.

But a proposal that members have yet to coalesce around is to allow states to apply for a waiver to opt out of certain insurance regulations, like the so-called community ratings that require insurance companies to offer the same prices to everyone, regardless of their health status.

Even House Minority Leader Nancy Pelosi, D-Calif., seemed to think Republicans would be able to get their ducks in a row better on a funding bill than they did on the Obamacare repeal, which failed when conservative and moderate Republicans couldn’t come together. Meadows wants that connected to federal supports for high-risk pools that will allow people with pre-existing conditions a way to gradually find normal health-insurance coverage, “to make sure that premiums don’t go skyrocketing for those who are sick”. But the amendment represents one way leadership could ultimately reshape the bill, by incrementally modifying it until consensus is reached.
